Isn’t the GPL a license? How can it be used to govern?
Do you say that everything that comes in contact with the moon has to be provided to everyone? Or is it anything that gets to the moon has to be provided publicly, and any mods to those things need to be provided to the public?
Does it matter if it’s version 2 or 3?

So much of governance is managing property rights. If all lunar property were licensed according to the GPL, how would that work?

You can do what you want with your copy of the moon as long as you publish all your changes.
… Fully describe the moon in XML and put it on github.
